When Gov. Sarah Palin (R-AK) was mayor of Wasilla, the policy in her town was for rape victims to be billed for their own rape kits.
According to the governor at the time, Wasilla was "unique" in this respect. And even after the policy generated criticism from elected officials, it stayed in effect--until state lawmakers saw no choice but to pass a law barring it.
But Susan Collins thinks Sarah Palin was a "great choice."
